How to claim CUSMA on UPS shipments
The mechanics matter here. A CUSMA claim is only worth something if it reaches the customs entry, and with courier shipments there are several places it can quietly fail to.
What has to be true before you claim anything
The good must meet the rule of origin for its tariff classification. Determine this first, per SKU. Claiming preference on a good that does not qualify is a compliance exposure, not a discount.
You need a certification of origin containing the required data elements. Under CUSMA this does not have to be a specific government form — it can be a statement on the commercial invoice — but it does have to be complete.
Getting the claim onto the shipment
The certification data has to accompany the goods. In practice that means the origin statement appears on the commercial invoice generated with your label, with the correct preference criterion indicated.
If you ship through Shopify, ShipStation or a similar tool, this is a template change rather than a per-order task. Where your label tool allows a custom invoice block, the statement belongs there.
Separately, your carrier account and broker instructions should reflect that you intend to claim preference, so the entry is filed accordingly.
Blanket certifications for repeat shipments
Issuing a fresh certification for every parcel is unnecessary for goods you ship continuously. A blanket period certification can cover multiple shipments of identical goods over a stated period, which removes the per-order failure point.
This is usually the single highest-leverage change for an ecommerce brand, because it converts a recurring manual step into a standing document.
Verify that it worked
Do not assume. Two or three weeks after the change, pull your duty and tax invoice and check whether duty is still being assessed on goods you now claim preference for.
If it is, the claim is not reaching the entry, and the fix is with the broker rather than with your paperwork. If it is not, you have just removed a recurring cost from every order.
